Got 403 Forbidden while trying to download open-iconic from visual studio 2017 with libman

In Visual Studio 2017 Community Edition I wanted to add open-iconic to my website application via libman. On package restoring I got this error:
Failed to download resource from “https://cdnjs.cloudflare.com/ajax/libs/open-iconic/1.1.1/webp/account-login-2x.webp

Here is my libman.json

I can confirm that I can reproduce the issue accessing the resource https://cdnjs.cloudflare.com/ajax/libs/open-iconic/1.1.1/webp/account-login-2x.webp which is listed on the library page at https://cdnjs.com/libraries/open-iconic

I would ask that you create an issue on the GitHub repository for CDNJS, explaining that you are receiving a 403 when attempting to access that resource, which is listed as a valid resource on the library page.
